The Fashion Police are probably going to arrest Miley for this one. This provocative teen queen showed up at the 2010 American Music Awards in a white mini-dress with silver ruching that had a giant, toilet paper looking bow on the back that turned into a long toilet-paper looking train.
It looks like a dress from Project Runway when the designer makes something cute, but freaks out and just staples a bunch of fabric on the back.
